
Between 1989 and 1991 John held the position of Opposition Whip and he became Opposition Front Bench Spokesman on Scottish Affairs, a post he held from 1992 until 1997. During that time, his responsibilities were Industry, Economic Affairs, Employment and Training, Home Affairs, Transport and Roads, Agriculture, Fisheries and Forestry. While in Opposition, John served on Select Committees dealing with Defence, Sittings of the House and Information. He was also a member of the British/Irish Parliamentary Body and sat on his Party’s Northern Ireland Committee. In 1997 John served as a Government Whip and in July 1998 he was appointed Parliamentary Under Secretary of State in the Northern Ireland Office. His portfolio included responsibility for the Department of Education, Community Relations, the Training and Employment Agency and the Department of Health and Social Services and the Department of Economic Affairs. In July 2001 he was elected as Chairman of the Treasury Select Committee of the House of Commons. He was re-elected to this post in October 2005.
